EMCS

Excise Movement Control System (EMCS) is a computerized system for tracking the movement of consumer goods. It records, in real time, the movement of alcohol, tobacco and energy products for which excise taxes still have to be paid. More than 100,000 economic operators currently use the system and it is a crucial tool for information exchange and cooperation between Member States.

  • EMCS, the movement of consumer goods is documented at each stage via an Electronic Administrative Document (EAD).
  • EAD is issued by the original shipper and contains information about the shipment and planned movement within the EU.
  • EAD is verified in the Member State of shipment. A European register of operators (SEED) is used to check the excise tax numbers of the sender and receiver.
  • The EAD is transmitted electronically by the sending Member State to the destination Member State.
  • Destination Member State forwards EAD to recipient
  • The buyer submits a “receipt report” after receiving the consumer goods.
